How Much Does Target-Compliant Insurance Cost?
Target-compliant policies are significantly more expensive than typical marketplace coverage due to the $5M minimums. Most vendors meet this through $1M to $2M primary CGL plus $3M to $4M Umbrella / Excess Liability. Total monthly cost typically $300 to $1,500 for the GL stack, plus $100 to $400 for the Cyber / NSPL policy.

Target COI FAQ
What are Target's minimum insurance requirements?
$5,000,000 per occurrence of CGL plus $5,000,000 per claim of Network Security and Privacy Liability (Cyber). Target Corporation and its subsidiaries must be named as additional insureds via CG 20 15, CG 20 26, or equivalent.
What is the difference between CG 20 15 and CG 20 26?
CG 20 15 is the standard Additional Insured — Vendors endorsement that extends AI status for liability arising from products. CG 20 26 is the Additional Insured — Designated Person or Organization endorsement, typically used when AI status is required for ongoing operations. Target accepts either or equivalent.
Why does Target require Cyber insurance?
Target had a major customer data breach in 2013 that cost over $200M and shaped how the retail industry approaches cyber risk. Target now requires all vendors with access to Target systems, networks, or customer data to carry $5M Network Security and Privacy Liability coverage as a baseline.
How much does Target-compliant insurance cost?
Most vendors pay $300 to $1,500 per month for the GL/Umbrella stack to reach $5M, plus $100 to $400 per month for the Cyber policy. Total annual cost typically $4,800 to $22,800 depending on revenue, product category, and risk profile.
Can I use a primary CGL plus Umbrella to meet Target's $5M requirement?
Yes. Most vendors carry $1M or $2M primary CGL plus Umbrella / Excess Liability following form to bring the total to $5M. Critical: the umbrella must extend AI status, primary / non-contributory wording, and products / completed operations coverage to Target.
Does Target require a specific carrier rating?
Yes. Carriers must hold an A.M. Best rating of A- VII or better. Carriers below this rating are typically rejected. Some Target vendor categories may require even higher ratings.
What is Network Security and Privacy Liability (NSPL)?
NSPL is the formal name for Cyber Liability insurance. It covers data breaches, network security failures, regulatory defense, breach notification costs, and privacy violations. Target requires NSPL because vendor compromises can expose Target customer data.
How long does Target take to approve a COI?
Target's vendor compliance team typically reviews COIs within 5 to 10 business days. If your COI is rejected, expect a specific rejection reason and a window to resubmit before vendor status is paused.
